UK Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a latest survey of municipal councils, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they bet on a fire sale of properties to balance the books.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of local authorities are planning to sell assets to cover the rising costs of adult and children’s social care.

Councils have previously come under fire for disposing of playing fields and land to support their finances, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of authorities attempting to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would focus on service redesigns and utilising financial reserves to weather growing fiscal pressures.”

Specific Examples of Proposed Sales

One local authority in Kent announced its asset disposal plan included the sale of a retail complex in a local town and a social club in another town to raise £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the strategy.

Council Tax Increases and Wider Fiscal Strains

This research of councils in the coalition, which includes several urban centers, further found that over seven in ten of councils will need to increase local levies next April to cover the rising cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but some of these take time to achieve both improved services and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

Research of regional authorities this week further found local finances being strained by the increasing figures of young people and adults requiring Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms was recently delayed.

Deprivation and Funding Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were among the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 IMD measures,” noted the report.

“Although only one key city is among the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of England. The data underscores the scale of challenges confronting local leaders across key cities in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and demand,” stated Michael Mordey.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised care services in the past 12 months, the study revealed.
